Activities of the Sub Comittee on Transport and Infrastructure

The main objective of the Transport and Infrastructure Sub-Committee of the NMC is to contribute to consolidation of the process of economic integration of the EAC by identifying, monitoring and facilitating removal of the barriers to free trade between EAC Partner States. More specifically, the Sub-Committee is expected to monitor those measures related to transport documentation, particular transportation conditions, norms or laws for land, sea or air transport stipulated by national authorities that may be considered as restrictive, prohibitions on use of certain means of transport, transport charges that may not be equal to the approximate cost of services rendered, taxes on transport facilities, compulsory national transport, infrastructure issues that lead to delays and inconveniences in cross-border trade and related matters.

In line with the relevant provisions of the EAC Treaty and the Protocol on the Establishment of the East African Community Customs Union the Sub-Committee on Transport and Infrastructure has the following mandate :
• To develop capacity for active participation of members in fulfilment of the NMC’s goal of monitoring and removal of any remaining national NTBs as assigned by the Committee ;
• Participation as required in the regional NTB monitoring mechanism and in bilateral dispute resolution negotiations ;
• Enhancing the quality of NTB research and reporting capacity ;
• Advising the NMC on NTBs that relate to Transport and Infrastructure ;
• Liaising with other Transport, Infrastructure and related bodies in the region for issues concerning Transport and Infrastructure in order to update the NMC on the progress on mutual recognition of Transport and Infrastructure standards, regulations and measures in the East African Community.

Activities of the Sub Comittee on Customs and Border Procedures

The main objective of the Customs & Border Procedures Sub-Committee of the NMC is to contribute to consolidation of the process of economic integration of the EAC by identifying, monitoring and facilitating removal of the barriers to free trade between EAC Partner States, more specifically NTB’s related to issues of pre-shipment or destination inspection, special customs formalities not related to sanitary and phyto-sanitary (SPS) measures or Technical Barriers to Trade (TBT) , price control measures, countervailing measures, safeguard duties, classification of goods for customs purposes, quantity control measures, prohibitions, para-tariff measures , subsidies, enforcement measures and rules of origin.

In line with the relevant provisions of the EAC Treaty and the Protocol on the Establishment of the East African Community Customs Union , the Sub-Committee on Customs & Border Procedures has the following mandate :
• To develop capacity for active participation in fulfilment of the NMC’s goal of monitoring and removal of any remaining national NTBs as assigned by the Committee ;
• Participation as required in the regional NTB monitoring mechanism and in bilateral dispute resolution negotiations ; and
• Enhancing the quality of NTB research and reporting capacity.

Activities of the Sub Comittee on Standards

The main objective of the Standards Sub-Committee of the NMC is to contribute to consolidation of the process of economic integration of the EAC by identifying, monitoring and facilitating removal of the barriers to free trade between EAC Partner States, more specifically “Sanitary and Phyto-sanitary Measures” and “Technical Barriers to Trade” as defined in the UNCTAD Classification of Non-Tariff Measures.

In line with the relevant provisions of the EAC Treaty and the Protocol on the Establishment of the East African Community Customs Union, the Sub-Committee on Standards has the following mandate :
• To develop capacity for active participation of members in fulfilment of the NMC’s goal of monitoring and removal of any remaining national NTBs as assigned by the Committee ;
• Participation as required in the regional NTB monitoring mechanism and in bilateral dispute resolution negotiations ;
• Enhancing the quality of NTB research and reporting capacity ;
• Advising the NMC on NTBs that relate to standards ;
• Liaising with other standards and related bodies in the region for issues concerning standards in order to update the NMC on the progress on mutual recognition of standards and conformity assessment systems.
