Rwanda NMC members trained on Nature and Classification of Non Tariff Barriers (NTBs) and their impact on Trade Competitiveness.

The training workshop on Nature and Classification of Non Tariff Barriers (NTBs) and their impact on trade competitiveness was conducted in Kigali at High Lands Suites Hotel on Thursday 28th November 2013 at the invitation of the Ministry of Trade and Industry. In total, 24 participants attended the training from both public and private sector.

The training was conducted with support of TradeMark East Africa (TMEA) to familiarize NMC members with regional and international classification of NTBs and help them understand their categories in the process of their identification, registration and elimination.

While opening the training, Alice Twizeye, Director in charge of External Trade in the Ministry of Trade and Industry (MINICOM), stated that the aim of the training was to considerably equip the Rwanda’s NMC members with adequate and basic knowledge on classification of NTBs and their impact on trade competitiveness which will enable them to become the driving force in registering NTBs, monitoring the process of their removal and in influencing their elimination for a successful regional integration.
Mrs. Alice further noted that the training has been designed to help raise awareness and to build capacity in the area of categorization of NTBs as well as to help NMC members understand their nature and impact on trade competitiveness.

She also thanked TradeMark East Africa for pledging its support to MINICOM by strengthening the NMC in the fight against NTBs and specifically for funding the training.
The training session was facilitated by Mr. Mladen Milanovic, TMEA Technical Expert to NMC and Mr. Safari Vincent, Coordinator of the NMC.

The training was made of 4 presentations and one break out session. Types of NTBs with examples, Overview of the NTBs classification systems, Difference between Non Tariff Barriers (NTBs), Non Tariff Measures (NTMs) and Technical Barriers to Trade (TBTs), and Estimating the cost of NTBs were the major topics of the training.

The draft NMC Operations Manual was also presented and discussed. The idea was to collect views on how to improve it and ensure that it perfectly represents the activities covered by the NMC as highlighted in the National Strategy for elimination of NTBs.

The meeting was closed by the Coordinator of the NMC who expressed gratitude to Mr. Mladen for facilitating the training session and thanked participants for their availability and valuable time and assured them continued support in building their capacity.
