The Rwanda Ministry of Trade and Industry(MINICOM) with the support of TradeMark East Africa (TMEA) and in collaboration with TradeMark Southern Africa (TMSA),are carrying out a two-day training on the online system for monitoring and reporting Non-Tariff Barriers to Trade (NTBs), on 27h and 28th October, 2011 in Rubavu District(Western Province).

The immediate purpose of the training is to provide practical knowledge and skills on how to report NTBs using the online reporting system (www.tradebarriers.org) and follow up on their resolution. More specifically, the training will enable participants and others on how to log onto the system and register NTBs that they encounter both within the country and in the region as they conduct business. The system is in use throughout the Tripartite Free Trade Area member countries, namely members of the East African Community (EAC), the Common Market for Eastern and Southern Africa (COMESA), and the Southern African Development Community (SADC).

More broadly, this training will help the Rwandan Government and Private Sector to hasten the pace of NTBs elimination locally, and persuade regional counterparts to eliminate NTBs affecting Rwanda. The workshop is targeting 28 key actors within the Rwandese Private Sector, and various regulatory bodies within the Government of Rwanda such as :

  1. ACPLRWA-Transporters Association
  2. Akagera Business Group
  3. Association of Clearing and Forwarding Agents
  4. Coffee Exporters Association
  5. Immigration Office
  6. MAGERWA-Customs Bonded Warehouse
  7. Ministry of Agriculture
  8. Ministry of Trade and Industry
  9. National Agriculture Export Development Board
  10. PETROCOM-Petroleum Company
  11. Private Sector Federation of Rwanda
  12. Rwanda Agriculture Board
  13. Rwanda Bureau of Standards
  14. Rwanda Development Board
  15. Rwanda National Police
  16. Rwanda Revenue Authority
  17. Rwanda Transport Development Agency
  18. Rwanda Utility Regulatory Agency

In supporting this activity, TMEA-Rwanda is specifically assisting Rwanda with :

  • Reducing of Transport and related costs through one stop border posts and Integrated border management systems(IBM)
  • Reporting NTBs encountered in the region ;
  • Addressing and reducing the non-tariff barriers that impede the free flow of goods and services within the region ;
  • Build the capacity of the Private Sector and Civil Society to effectively influence policies and practices for growth in trade.
